Anti-social behaviour and environmental crime fixed penalty notices

Our ASB Investigation Team may take action against you, if you commit an environmental crime or an anti-social behaviour offence.

These offences cover a range of dangerous or anti-social behaviour which harms the safety or quality of life of the community. Typical examples are causing a nuisance in the community, not disposing of your waste properly, such as fly tipping. In most cases, you will receive a Fixed Penalty Notice (FPN), though in more serious cases, we may prosecute you

Below is a table of the typical fines for different anti-social behaviour and environmental crime offences. You have 14 days to pay, or we may take you to court. 

Before paying the fine on your Fixed Penalty Notice, you will need the following information:

• The reference number of your FPN (the number starts FP, but may vary in length, and the combination of letters and numbers which follow)
• Your debit or credit card number

Paying online, using a debit or credit card, is our preferred option, as it is the quickest and most efficient method.

Other ways of paying

If you can't use the online service, please call 01934 426752 to arrange an appointment to pay over the phone with a debit or credit card (line is operational during office hours only).

While there is no legal right of appeal to a Fixed Penalty Notice, you can query an FPN in the form of a ‘representation’.

Representations will not be considered on the basis that:

• you did not know the law
• you did not know the law was being enforced
• it was the first time you committed the offence
• you have always done this and never received a penalty or warning before
• you believe the officer issuing the FPN was rude or did not behave appropriately

You cannot make a representation based on the behaviour of the Enforcement Officer.  If you wish to make a complaint about the conduct or behaviour of an officer you should use our complaint procedure. We will process the complaint separately to the FPN representation. You are still liable to prosecution if you don't pay the FPN on time.

If you still disagree that you have committed an offence, or you fail to pay the fine for another reason, we will refer the case for a formal prosecution via the magistrate’s courts. It will then be up to the court to determine whether or not an you have committed an offence, and whether or not any penalty should be imposed.
